CONTROL ROOM

A round the clock Control Room will function with effect from 20th February 2019 till departure of all the teams. Arrival and departure of the teams would be registered at the Control Room for further management. The following information will be available at the Control Room are Programme of Events, Latest Results of the Teams and Arrival and departure of Teams.

12th All India Police Shooting (Sports) Championship - 2018 will be held at Vattiyoorkavu Shooting Range (located at Central Polytechnic campus) and Mukkunnimala (Army Firing Range, Nemam) at Thiruvananthapuram, Kerala from 27th February to 4th March 2019, Kerala Police will be the host of the Championship.

LOCATION OF RANGE

Vattiyoorkavu Shooting range is about 9 Kms from Thiruvananthapuram Central Railway Station and 16 Kms from Thiruvananthapuram International / Domestic Airport.

ACCESSIBILITY

Thiruvananthapuram is easily accessible by road, train and air. NH 47 (Connecting Salem with Kanniyakumari) passes through Thiruvananthapuram.

CLIMATE

Weather in Thiruvananthapuram during the end of February is pleasant and sunny with occasional showers at certain spots during day and partly cloudy with light showers during night.

RECEPTION AND REPORTING

Reception centres with responsible officers will be established at Thiruvananthapuram Central Railway Station and Kochuveli Railway stations and at International / Domestic Airport, at Thiruvananthapuram. These centres will start functioning from 20th February 2019 onwards. All contingent commanders are requested to intimate their, as well as their team’s travel plan well in advance, to enable us to arrange proper reception, transport and accommodation. Officers and members of the team shall make their own return journey arrangements. The teams should report by 25th FN February 2019, without fail.

ACCOMMODATION

Separate accommodation will be provided for the Team Managers & Officials as well as participants in the rank of Gazetted Officers. It will not be possible to provide family accommodation to any officer accompanying the Team. However, Hotel accommodations on a payment basis will be provided, on specific requests from the officers. Such participants should intimate the financial limits upon which accommodation will be arranged within that financial limit.

All the Heads of the State Police and CPOs are requested to issue instructions to their participants, not to bring their spouse or families with them as the Organizing Committee will not be able to provide additional accommodation for family members.

Team members should carry their own utensils, ration, bedding, mosquito nets etc. States / UTs / CPOs having Units at Thiruvananthapuram, Kerala will not be provided accommodation and transport. They have to make their own arrangements.

PARTICIPATION

All State Police/UTs and CPOs Teams are likely to participate in the 12th All India Police Shooting (Sports) Championship-2018. The schedule of Events will be sent later. The Teams should report on 25.02.2019 FN at Thiruvananthapuram, without fail.

ELIGIBILITY CONDITIONS

Every competitor participating in the Championship should be borne on the strength of the organization, participants (in case of NGOs) including reserves duly certified that the members have been serving in the organization for a period of not less than 3 months as per AIPSCB Rules and a certificate to this effect at the bottom of the entry form shall be appended duly signed by the authorized signatory not below the rank of an Inspector General. Entry of one particular competitor will be restricted to the number of matches as provided for in the General Rules by All India Police (Sports) Control Board, New Delhi.

A certificate indicating eligibility of the participants (in case of NGOs) including reserves duly certified that the members have been serving in the organization for a period of not less than 3 months as per AIPSCB Rules. This will be issued by an officer not below the rank of an IGP. Such certificate should be enclosed along with the nominal roll. The players should carry with them their identity cards. CONDUCT

The All India Police Shooting (Sports) Championship will be conducted as per the ISSF (International Sports Shooting Federation) Rules and Regulations as amended from time to time subject to conditions prescribed in the General Rules for AIPSSC by the AIPSCB New Delhi. The tentative Programme is enclosed as Appx-A.

OFFICIALS

Well qualified and NRAI accredited officials will be employed. However, in case of any deficiency, eminent shooters/administrators accompanying the teams will be detailed for officiating.

PRACTICE

The entire Participants will be given practice at the Shooting Range on 26th February 2019, as per rules and availability of time

WEAPONS & AMMUNITION

All teams will bring their own weapons & required ammunition for practice and firing competition. Magazine facilities will be provided by organizers

OPENING / CLOSING CEREMONY

  1. All firers should participate in the Opening/Closing Ceremony.
  2. Dress Order: Teams should have good dress for the March-past. All participants in a Team should wear the same dress during March-past.
  3. Rehearsal for Opening Ceremony shall be held on 26th February 2019, at 11.00 hrs at the Vattiyoorkavu Shooting Range.
  4. The teams shall also bring their Unit flags of the following dimensions:
    • 6 feet x 4 feet – 01 No. For hoisting on flag post.
    • 3 feet x 2 feet – 01 No. For march-past.
  5. A Technical Clinic / Team Managers Meeting will be held at the Range on 25th February at 11.00 Hrs
  6. All team departures should be arranged on 4th or 5th March, 2019 after the Closing Ceremony is complete.

REHEARSALS

There will be a full dress rehearsal of both the ceremonies viz Opening and Closing, in accordance with the norms of the Police Championships. The rehearsal of the Opening Ceremony shall be held on 26th February 2019, at 11.00Hrs at the Vattiyoorkavu Shooting Range. The rehearsal for Closing Ceremony will be held at the same venue on 3rd March 2019.

PROTESTS

Protests, clarifications if any should be lodged by the Team Managers in writing to the Organizing Committee within two hours after the completion of the match along with a protest fee of Rs.2500/-. The decision of the Jury of Appeal shall be final and binding on all the teams

MESS AND OTHER ARRANGEMENTS

MESS

All the teams are requested to make their own arrangements for mess. They should bring with them sufficient number of cooks, class-IV employees, utensils, administrative staff to establish their mess at the accommodation centres provided for them. However, cooking gas will be made available on payment. An advance of Rs. 2,500/- has to be paid on arrival, for this purpose. No firewood will be allowed for cooking.

MEDICAL

Medical Aid Post will be established at the Firing Range

SECURITY ARRANGEMENTS

In order to ensure security all officials and members of the team will be required to carry their identity Cards. Every member of the participating team should bring two recent photographs of passport size in uniform in purpose of preparing AIPSSC-2018 identity card. It is emphasized that all security related instructions displayed and communicated be strictly observed. Team Managers / in-charge are requested to ensure highest standards of discipline by their respective team members.

TRANSPORT

As most of the team and Team Managers are expected to come by train, vehicles will be provided to receive the Team at Thiruvananthapuram Railway Station to the place of stay. Vehicles will be provided to the Team Managers / Captain for their transportation during their stay. It is emphasized that it will not be possible to provide individual vehicles to the officers. States/UTs/CPOs having units at Thiruvananthapuram, Kerala will not be provided transport

ARRIVAL OF TEAMS

All participating teams are requested to reach Thiruvananthapuram at or before 09.00 hrs on 25th February, 2019. It is emphasized that it will not be possible to render any administrative assistance to the teams arriving at Thiruvananthapuram before 24th February, 2019. All teams should intimate their arrival travel plan to the Control Room latest by 5th February, 2019, so that they are not inconvenienced. Since Railways have their well established computer network throughout the country, return journey reservation may please be made by the teams themselves as it will not be possible to arrange for rail reservation, at short notice

DISCIPLINE

A very high standard of discipline is expected from all officers and men of the participating teams. Team Managers will be personally responsible for orderly conduct of their team members during period of the Championship

ARMS & AMMUNITION AND OTHER EQUIPMENT

All teams are requested to deposit their arms and ammunition at the strong room established at Thiruvananthapuram. It shall be the responsibility of the teams / participants to ensure safe custody of the strong room. Team managers/ In-charge are advised to bring boxes with locking arrangements so that the weapons, kept in the strong room are doubly secured.

UNIFORM

All the members of the participating teams are requested to wear their prescribed dress during various competitions and during the Opening and Closing Ceremonies. All the competitors are advised to display their Identity Card issued by the Organizing Secretary, 12th All India Police Shooting (Sports) Championship-2018

CHECK LIST FOR THE ACTION TO BE TAKEN

a) The Teams must report at Thiruvananthapuram, Kerala not later than 09.00 hrs on 25.02.2019

b) All participants of the teams should wear Track suits for the March Past.

c) All Teams must bring flags of the prescribed size..

d) Entry Forms, duly completed along with Entry Fee, must reach the Organizing Secretary on or before 8th February 2019.

e) All Teams will being their own Cooks, Followers, Cooking Utensils, Beddings & Mosquito Nets.

f) Details of arrival, if any available at time of sending the enclosed Forms, may please be communicated through Fax/e-mail at the earliest.

g) The Team Managers and Captains are personally responsible for maintenance of highest degree of discipline, in and outside the venues during their stay at Thiruvananthapuram, Kerala.
