67th B.N.MULLIK MEMORIAL ALL INDIA POLICE FOOTBALL TOURNAMENT-2018
DATE AND VENUE OF THE TOURNAMENT
The Tournament will be held from 03.10.2018 to 13.10.2018 at different venues in Malappuram District, Kerala
The league fixtures will be played at the following venues:
- Sports Council Ground, Malappuram.
- RRRF Ground, Klari, Malappuram.
- Municipal Stadium, Thiroor, Malappuram.
- Boys High School Ground, Manjeri, Malappuram.
- IRBn. Ground, Pandikkad, Malappuram.
- Seethi Haji Stadium, Edvanna.
All India Police Sports Control Board [AIPSCB] has allotted the 67thB.N.Mullik Memorial All India Police Football Tournament-2018 to Kerala Police. The tournament is scheduled from 03.10.2018 to 13.10.2018 at Malappuram, Kerala. I take this opportunity to formally invite your team to participate in the above mentioned event.
Malappuram is a city located in the southern part of Kerala. The word “Malappuram” means "terraced place atop the hills" or simply "hilltop", derived from the general geographical characteristics of the city. Malappuram is one of the few Municipalities in the state with a tremendous track record of keeping city clean. The city has more or less the same climatic conditions prevalent else-where in the state. The climate is generally mild hot and humid in nature. Malappuram is well known for its sports enthusiasm and spirit. Popularly known as the 'Soccer Capital' of Kerala, Malappuram gets invariably applauded for its outpouring spectators during any tournaments or matches that are held here.
In October, the weather in Kerala will be pleasant during the period of the Tournament and so normal clothing only is recommended. The temperature will vary from 22oC to 30o C approximately.
Teams from all the States / UTs / CPOs will be participating in the 67thB.N.Mullik Memorial All India Police Football Tournament-2018.
As per the provision of the Rules of All India Police Sports Control Board, every player including the reserves participating in the Championship must have completed a minimum of 3 months of continuous service.
ENTRIES AND COMPOSITION OF TEAM
The maximum strength of each State / UT Police / CPOs teams shall not exceed 25 members, including the Coach, Physician and Team Manager. The strength of the playing team including the reserve should not exceed 20 members, including the captain. All Team Managers are requested to submit nominal rolls of the participants [including reserves] along with entry form, as per the given Performa, in duplicate.
Also Team Managers and Coaches should submit their E-mail address and WhatsApp Numbers along with the entry forms.
A certificate indicating eligibility of the players including reserves duly certified that the members have been serving in the organization for a period of not less than 3 months as per AIPSCB Rules. This will be issued by an officer not below the rank of IGP. Such certificate should be enclosed along with the nominal roll. The players should carry with them their identity cards. RECEPTION AND REPORTING
Reception centre’s with responsible officers will be established at Thirur Railway Station, Malappuram / Shornur Junction/ Palakkad Railway stations and at International / Domestic Airport, Karipur, Malappuram. These centres will start functioning from 1st October 2018 onwards. All contingent commanders are requested to intimate their, as well as their teams, travel plan well in advance, to enable us to arrange proper reception, transport and accommodation. Officers and members of the team shall make their own return journey arrangements. The teams should report by 1st October 2018, without fail.
Kerala Police will arrange the necessary transport for all the teams. Vehicles for Team Managers will be pooled. It will not be possible to provide individual vehicles to the officers.
States/UTs/CPOs having units at Malappuram / Kozhikkode(Calicut) will not be provided transport.
All the participants will be provided with suitable accommodation in MSP Bn., Malappuram / IR Bn., Pandikkad, Klari and Nilambur Camps at Malappuram. All the Heads of the State Police and CPOs are requested to issue instructions to their participants, not to bring their spouse or families with them as the Organizing Committee will not be able to provide additional accommodation for family members. Team members should carry their own utensils, ration, bedding, mosquito nets etc.
States / UTs / CPOs having Units at Malappuram, Kerala will not be provided accommodation and transport. They have to make their own arrangements.
All the teams are requested to make their own arrangements for mess. They should bring with them sufficient number of cooks, class-IV employees, utensils, administrative staff to establish their mess at the accommodation centres provided for them. However, cooking gas will be made available on payment. An advance of Rs. 2,500/- has to be paid on arrival, for this purpose.
MANAGER’S MEETING & DRAW OF LOTS
A Meeting for all the team managers will be held on 30.09.2018 11.00 AM at MSP Camp, Malappuram and Draw of Lots, Fixtures & schedule of matches will also be discussed in the Meeting. Managers or their representatives are requested to attend the meeting, without fail.
OPENING AND CLOSING CEREMONY
Opening and Closing ceremony will be held at MSP Bn., Malappuram on 03.10.2018 and 13.10.2018 respectively. All the participants shall attend the above mentioned Ceremonies, without fail.
UNIFORM AND FLAGS
All the participating Teams are requested to bring with them their nominated coloured playing kit (2 sets of different colours). The colours of the dresses should be intimated in the entry form. Team Managers are requested to bring with them blazers, tie, white shirt, white trousers and sports shoes. The teams shall also bring their Unit flags of the following dimensions:
- 6 feet x 4 feet – 01 No. For hoisting on flag post.
- 3 feet x 2 feet – 01 No. For march-past.
There will be a full dress rehearsal of both the ceremonies viz Opening and Closing, in accordance with the norms of the Police Games. The rehearsal of the Opening Ceremony shall be held on 2nd October 2018 at MSP Bn., Malappuram. The rehearsal for Closing ceremony will be held at the same venue on 12th October 2018.
- The basic compulsory outfits of a player shall consists of a jersey or shirt, shorts, stockings, shin-guards and footwear, shin-guards, which must be covered entirely by the stockings shall be made of a suitable material (rubber, plastics, polyurethane or similar substance) and shall afford a reasonable degree of protection.
- A player shall not wear anything, which is dangerous to another player.
- If thermal shorts are used, they shall be of the same colour of the shorts.
TEAM COLOUR / NUMBERS:
- Teams must declare their first and second colours during the Managers’ meeting and use only these colours, during the Championship.
- Teams are obliged to bring along, their first and second colours in contrasting colours.
- Players shall wear registered numbers, on their jersey (back & front) and short. Number on jerseys and shorts shall be in contrasting colours and in accordance with the directives of FIFA & AIFF. The numbers on the jerseys and shorts shall be clearly visible. Goalkeepers shall wear colours contrasting with those of two teams and the referee.
- Any team found guilty of allowing players to play in jerseys with numbers other than those registered shall be subject to disciplinary action, including fines.
- Preferably, the number should range from 01 to 20 in figures universally used with the first goalkeeper’s number being one (1)
- In the event of clash of colours, lots shall be taken to decide which team shall wear their alternate set of jerseys. In this matter the Referees decision shall be final.
Adequate medical facility along with a Doctor and an ambulance will be provided at each venue.
RULES AND CONDUCT OF CHAMPIONSHIP
The 67th B.N.Mullik Memorial All India Police Football Tournament- 2018 will be conducted as per rules laid down by the All India Police Sports Control Board and FIFA. Protests, clarifications if any should be lodged by the Team Managers in writing to the Organizing Committee within two hours after the completion of the match along with protest fee Rs.2500/-. The decision of the Jury of Appeal shall be final and binding on all the teams.
The Championship will be conducted pool-wise on a league-cum- knockout basis. Points will be allotted to the teams, as given below :

c) All Teams must bring flags of the prescribed size.

e) All Teams will being their own Cooks, Followers, Cooking Utensils, Beddings & Mosquito Nets.
f) Details of arrival, if any available at time of sending the enclosed Forms, may please be communicated through Fax/e-mail at the earliest.
g) The fixtures will be drawn on 30.09.2018 11 Am. Team Manager / Responsible representative should attend the meeting at MSP Bn. HQ, Malappuram, Kerala.
The Team Managers and Captains are personally responsible for maintenance of highest degree of discipline, in and outside the venues during their stay at Malappuram, Kerala.
